David S. Brown Enterprises, LTD welcomes you to your new apartment in Owings Mills at Cascades Overlook. Our goal is to continue to provide services to our residents to make living at a David S. Brown apartment community as easy and stress-free as possible. For your convenience, our website provides our residents with an alternate means of access to the vast array of services that we offer through the use of our online service requests and forms.
Note: We are now accepting credit cards (Visa, Master Card, Discover) in the Leasing Office for application fees, security deposit and 1st month's rent.

Emergencies
- Fire
- No electricity
- No hot water
- No plumbing or water throughout the apartment home
- Water flooding into the apartment
- From October 15 - April 15: Room temperature of at least 65º F. unless the outside temperature is below 0º F, then minimum room temperature shall be 60º F at all times. Temperature is measured 3 feet above the floor and 3 feet from exterior walls.
- No air conditioning in temperatures over 88 degrees*
- Smoke alarms
- Clogged toilet (applies to apartments with one bathroom)
- Sewer stoppage
- Refrigerator not working
- Situations where access to the apartment may be compromised (i.e. broken windows or broken locks)
- Lock Outs ($20 fee, paid directly to service personnel at time of entry)
*Due to high voltage, HVAC units will not be repaired during inclement weather or after dark.
